Project Manager (Mining Construction) 12 months contract

Introduction Project Manager to lead the safe, timely and cost-effective delivery of mining construction projects from feasibility hand-over through execution to beneficial use and close-out — including shaft infrastructure, processing plants, materials handling, tailings facilities, bulk earthworks, roads, power reticulation and associated surface and underground infrastructure for a period of 12monthsl.

The incumbent is accountable for the integrated management of scope, cost, time, quality, safety and contractual performance, and for protecting the owner's commercial position throughout the project life cycle.  

Duties & Responsibilities Key Performance Areas and Responsibilities 2.1  Health, Safety, Environment and Legal Compliance Discharge duties as an appointed person in terms of the Mine Health and Safety Act 29 of 1996 and the Occupational Health and Safety Act 85 of 1993 (Construction Regulations 2014), including Section 8.1 / 2.13.1 or equivalent appointments as delegated.

Ensure a Baseline Risk Assessment, Health and Safety Specification and approved contractor Health and Safety Plans are in place prior to site establishment. Enforce contractor compliance with the mine's SHEQ management system, permit-to-work regime and lock-out procedures; drive a visible-felt-leadership culture and zero-harm performance. Ensure environmental authorisations, water use licences and waste management licence conditions applicable to the works are complied with, and that rehabilitation obligations are met.

 

2.2  Project Planning and Set-Up

Interrogate the feasibility study, basis of design and approved capital estimate; identify gaps, risks and estimating assumptions requiring validation. Develop the Project Execution Plan, Work Breakdown Structure, contracting and procurement strategy, organogram and project controls framework. Establish the baseline scope, schedule and control budget, and secure governance approval through the applicable stage-gate process. Define the contracting strategy and recommend appropriate forms of contract (NEC3/NEC4 ECC and PSC, FIDIC Red/Yellow/Emerald, GCC 2015, JBCC) with due regard to risk allocation, pricing mechanism and the owner's risk appetite.

 

2.3  Cost and Commercial Management

Own the project control budget, cash-flow forecast, commitment register and cost-to-complete; report cost performance against baseline monthly. Manage contingency and management reserve draw-down in accordance with the change control procedure; no undisclosed erosion of contingency. Oversee valuation and certification of payments, compensation events, variations, price adjustment (CPAP / indices) and final accounts.  Lead early warning, compensation event and claims processes; assess entitlement in terms of the contract, maintain contemporaneous records and defend the owner's position in disputes, adjudication or arbitration as required. Ensure accurate capitalisation and asset registration on completion.

2.4  Schedule and Delivery Management

Approve the contractor's baseline programme and interrogate logic, resourcing, productivity assumptions and critical path. Manage integration across multiple contractors, shafts, plant areas and shutdown windows; protect production interfaces and minimise disruption to operations. Drive earned value management, progress measurement and forecasting; institute recovery plans where trends indicate slippage. Manage long-lead procurement, expediting, logistics, laydown and free-issue material interfaces.

2.5  Quality, Engineering and Technical Assurance

Ensure design deliverables, technical queries and design changes are managed through a controlled process with proper cost and schedule impact assessment. Ensure inspection and test plans, quality control plans, materials certification and non-conformance reporting are implemented and audited.  Manage pre-commissioning, commissioning, performance testing, ramp-up support, practical completion, snag close-out, as-built documentation and handover to operations.

2.6  Stakeholder, Community and Governance

Interface with mine management, operations, engineering, supply chain, finance and the owner’s board or steering committee. Manage social and labour plan commitments, local content, enterprise and supplier development, and community and organised labour interfaces on site. Prepare and present monthly project reports, board packs and stage-gate submissions; maintain a live risk register and issues log. Ensure compliance with the Mineral and Petroleum Resources Development Act, B-BBEE and procurement policy obligations applicable to the project.

2.7  Team Leadership

Build, lead and develop the owner's project team; set performance objectives and conduct reviews.

Desired Experience & Qualification Minimum Requirements 3.1  Qualifications

A recognised four-year degree or B-Tech in Engineering (Civil, Mechanical, Electrical, Metallurgical or Mining), Quantity Surveying, Construction Management or Building Science. Essential. Postgraduate qualification in Project Management, Construction Management or an MBA. Advantageous.

3.2  Professional Registration

Registration as a Professional Construction Project Manager (Pr CPM) with the SACPCMP, or professional registration with ECSA (Pr Eng / Pr Tech Eng) or SACQSP (PrQS). Essential. PMP (PMI), MRICS, or equivalent international credential. Advantageous.

3.3  Experience

A minimum of twelve (12) years’ post-qualification experience in capital project delivery, of which at least seven years must be in a mining, minerals processing or heavy industrial environment. Essential. Demonstrable accountability for the full life-cycle delivery of at least one project with a capital value of R250 million or greater, or a portfolio of comparable value. Proven site-based construction experience — this is not a head-office administration role. Demonstrable experience working for a main contractor or specialist subcontractor in a site delivery, commercial or contracts role. The successful candidate must understand contractor tendering, resourcing, productivity, cash flow and claims strategy from the contracting side of the table. Essential. Experience across at least two of: concentrator or processing plant, shaft or underground infrastructure, materials handling, tailings storage facilities, bulk earthworks and civils, electrical reticulation and substations. Experience administering NEC3/NEC4, FIDIC or GCC 2015 contracts as Project Manager, Employer's Agent or Engineer's Representative. Essential. Exposure to brownfields execution within a live operating environment. Highly advantageous.

3.4  Legal and Statutory

Valid Code B (08) driver’s licence and own reliable transport. Medically fit to work on a mine, including underground where applicable (Red Ticket). Valid mine induction and, where required, blasting or underground competencies. Clear criminal and credit record (financial delegation of authority applies).

4.  Competencies 4.1  Technical

Project controls: cost engineering, planning (Primavera P6 or MS Project), earned value management, risk quantification (Monte Carlo / @Risk). Estimating and cost benchmarking to AACE International classification standards. Contract law and construction contract administration, including claims, extension of time and disruption analysis. Interpretation of engineering drawings, P&IDs, general arrangements and specifications. Proficiency in CCS Candy or similar, SAP or equivalent ERP, and advanced MS Excel.

4.2  Behavioural

Decisive leadership under pressure and in remote or constrained environments. Commercial acumen and negotiation strength; able to hold contractors to account without destroying the working relationship. Integrity and courage in reporting — bad news travels fast and unfiltered. Structured communication with the ability to brief board-level stakeholders and shop stewards with equal clarity. Cultural sensitivity and the ability to operate in multi-lingual, multi-national project teams.

6.  Working Conditions

Site-based role in an operational mining environment with exposure to noise, dust, heat and underground conditions. Extended hours during construction peaks, shutdowns, commissioning and ramp-up. Travel between site, corporate offices, fabrication yards and supplier premises. Personal protective equipment mandatory at all times on site.

7.  Remuneration and Benefits

Total cost to company: R125 000 – R135 000 per month (R1 500 000 – R1 620 000 per annum), inclusive of employer contributions to the retirement fund, medical aid and group life cover. Offer within the band will be determined by experience, professional registration and demonstrated project value delivered. Package structuring to be finalised with Human Resources in line with the company’s remuneration policy.
