Introduction
Our Client is a State Owned Entity based in Gauteng with presence in all the provinces in the country.
One of its main challenges is the cancellation of ICT related bids advertised due to incorrect specifications published to the market.
The primary objective of this engagement is to strengthen its SCM capacity, compliance, audit readiness, and operational efficiency in relation to the procurement of ICT commodities and services, while supporting the ICT Department to successfully implement projects as outlined in the Approved Procurement Plan (APP).
The SCM–ICT Specialist resource(s) will provide end-to-end SCM support from a supply chain and technical ICT procurement perspective, ensuring that all the ICT acquisitions are fully compliant, fit-for-purpose, cost-effective, and aligned with organisational and National Treasury prescripts.
Scope of Work
The appointed SCM–ICT Specialist resource(s) will provide operational, advisory, and technical SCM support across Demand Management, Acquisition Management, specifically relating to ICT procurement. The ICT-related commodities may include, but are not limited to: End-user computing devices (laptops, desktops, tablets, peripherals) servers, storage, and data centre infrastructure, Network and connectivity infrastructure (LAN, WAN, Wi-Fi, cabling, firewalls), Software solutions and licensing (enterprise systems, applications, subscriptions), Cloud services and managed ICT services Cybersecurity solutions, and ICT maintenance, support, and warranty services
ICT Demand and Acquisition Management
Support the development, implementation, and monitoring of the ICT component of the Annual Procurement Plan (APP), ensuring alignment with the entity’s strategic objectives, ICT roadmap, and National Treasury requirements.
Assist the ICT Department and SCM in compiling ICT demand plans, sourcing strategies, and procurement schedules aligned with approved budgets and project timelines.
Provide SCM and technical input into the development of ICT procurement strategies, including appropriate procurement methods, contract structures, and sourcing approaches.
Assist with the preparation and review of ICT bid documentation, specifications, and terms of reference in collaboration with ICT end-users, ensuring clarity, fairness, and technical adequacy.
Support the evaluation of ICT bids and quotations in accordance with relevant SCM policies, applicable legislation, and best practice in ICT procurement.
Ensure ICT procurement activities support successful project implementation, mitigating risks related to scope, delivery timelines, licensing, interoperability, and vendor dependency.
Bid Committee Support
Serve as an SCM–ICT technical advisor to Bid Specification and Bid Evaluation Committees for ICT-related procurements.
Provide guidance to committee members on SCM compliance, governance requirements, and technical considerations specific to ICT acquisitions.
Assist in ensuring that ICT specifications are non-restrictive, outcome-based, and aligned with SCM prescripts.
Support the preparation of Bid Committee documentation, including reports, minutes, and resolutions, ensuring completeness and audit readiness.
Provide ongoing SCM advisory support to Bid Committees to ensure adherence to relevant policies and relevant legislation.
Regional Support and Deployment (where applicable).
Qualifications and Experience Requirements
Minimum of an NQF level 8 qualification in SCM or Law or Commerce or Logistics.
Minimum of 10 years work experience in the SCM environment, which must include a minimum of 5 years procurement of ICT related commodities and services.
