Introduction Please note that this is a four (04) months contract
To provide strategic human resource advisory and support services in developing and reviewing off human capital management policies. Align the human resource policies with the PSETA strategy, legislative framework, and best practices.
Duties & Responsibilities •Conduct research and benchmarking exercises to develop and review human resource policies and procedures. •Ensure proper alignment of policies and procedures with the Human Resource Strategy. •Analyse qualitative and quantitative data to inform human resources policy development. •Identify gaps in the current policies and procedures to ensure alignment with best practices. •Facilitate the consultation sessions by presenting the proposed policy changes to the HR Committee, the Collective Bargaining Committee (CBC), Management and Staff. •Align policies to the PSETA Policy Framework and standards. •Promote a culture of a performance-driven entity through policy development.
•Prepare reports to upraise Management and Governance Structures on policy development. •Deliver on the implementation of Occupational Health and Safety inspection and advocacy strategy policy and procedures. •Deliver the Employment Equity initiatives within the PSETA and implement the EE strategy. •Deliver oral briefings and presentations to Management, Staff, HCM Committee and CBC. •Ensure that the key objectives are achieved by agreed deadlines. •Produce reliable and accurate Policy development and review reports. •Provide expert advice to Management, HCM Committee and CBC on policy development. •In addition to these typical duties, the HCM Manager may assign other duties as and when required.
Desired Experience & Qualification •A minimum of a Bachelor’s degree (NQF7) in Human Resource Management/Public Management/ Industrial Psychology. •Minimum of 5 years’ experience in policy development within the Public Sector environment. Understanding of Government’s skills development initiatives and the mandate assigned to SETA’s. Ability to lead, plan and manage change. •Ability to establish and maintain effective working relationships with all stakeholders. Ability to interact at all levels within PSETA. •Knowledge of relevant labour laws. Ability to interpret Collective Agreements; excellent report writing skills. •Strong time management and negotiation skills. Good planning, presentation, and communication skills.
•Control and Administration or similar •Understanding of the Government’s skills development initiatives and the mandate assigned to SETAs •Knowledge of Corporate Governance •Knowledge of all relevant employment legislation •Understanding of the South African Public Service Sector •Excellent report writing skills •Good communication skills •Strong time management and negotiation skills •Presentation skills •Ability to lead, plan and manage change
