Introduction An exciting opportunity exists for a highly analytical and results-driven financial professional to join a dynamic finance team as Deputy Director: Financial Entity Oversight. The successful candidate will play a key role in providing financial oversight, monitoring financial performance, and ensuring the effective and efficient utilisation of financial resources within public entities.
Duties & Responsibilities Key Responsibilities
Budget Planning and Financial Oversight
Provide strategic financial inputs during the development of Strategic Plans and Annual Performance Plans. Ensure alignment between entity funding requirements and approved budgets. Develop and continuously improve financial reporting frameworks to ensure compliance with legislative and regulatory requirements. Support effective cash flow and working capital management.
Expenditure Monitoring and Financial Analysis
Analyse annual reports and provide financial and audit-related advice. Monitor and evaluate quarterly financial reports using key financial performance indicators. Liaise with Internal Audit and Auditor-General stakeholders to address audit findings and implement corrective measures. Evaluate transfer funding requests and provide recommendations.
Budget and Financial Reform Management
Monitor the utilisation of financial resources to ensure funds are used for approved purposes. Verify financial and performance information submitted by entities. Coordinate and provide support to CFO forums and ensure implementation of resolutions and action plans.
Financial Compliance and Entity Support
Provide guidance to entities on financial management and compliance matters. Support entities in preparing funding submissions and financial assistance applications. Serve as a key liaison between entities and National Treasury. Advise on initiatives aimed at improving financial sustainability.
Desired Experience & Qualification Minimum Requirements
Qualifications
National Diploma or Bachelor's Degree (NQF Level 6/7) in:
Accounting Financial Accounting Financial Management Public Management Public Administration with Financial Management or Financial Accounting as a major subject
Experience
Minimum of 3 years' experience in:
Public Entity Oversight or Monitoring Financial Management Financial Accounting
Knowledge Requirements
Public Finance Management Act (PFMA) Treasury Regulations Office of the Accountant-General Instruction Notes BAS and public sector accounting practices Generally Recognised Accounting Practice (GRAP) Generally Accepted Accounting Principles (GAAP)
