The AML Regulatory Compliance Officer forms part of the Financial Crime Compliance function and is responsible for ensuring that the various business divisions across the organisation are fully compliant with all Anti-Money Laundering (AML), Counter-Terrorist Financing (CTF) and Proliferation Financing (PF) regulatory requirements.
The role provides specialist AML regulatory oversight across the business, ensuring that appropriate frameworks, controls, policies and procedures are effectively implemented and maintained. The incumbent will oversee all regulatory aspects relating to AML compliance, provide guidance to business stakeholders, conduct risk-based monitoring and assurance, identify regulatory and control weaknesses, and ensure appropriate remediation.
Duties & Responsibilities
Ensure that all relevant business divisions remain fully compliant with AML, CTF and PF legislation, regulatory requirements, directives and applicable regulatory standards. Provide oversight of all regulatory aspects of AML compliance across the organisation, ensuring regulatory obligations are appropriately understood, implemented and maintained by the respective business divisions. Act as a specialist AML Compliance advisor to business management and key stakeholders, providing practical guidance on financial crime legislation and regulatory obligations. Interpret and apply FICA, POCA, PRECCA, FIC Directives, Guidance Notes and other applicable financial crime regulatory requirements, translating these into clear business requirements. Ensure AML regulatory requirements are appropriately embedded within business processes, customer journeys, products, systems, procedures and operational controls. Develop, maintain and execute Risk-Based AML Compliance Monitoring Plans across the various business divisions based on their respective ML/TF/PF risk exposure. Conduct AML compliance monitoring, testing and assurance reviews to determine whether business divisions are operating in accordance with FICA, the RMCP, AML policies, regulatory requirements and established control frameworks. Perform and oversee ML/TF/PF risk assessments across customers, products, services, distribution channels, transactions, processes and legal entities. Assess the adequacy and effectiveness of controls relating to KYC, Customer Due Diligence (CDD), Enhanced Due Diligence (EDD), beneficial ownership, PEPs, sanctions screening, transaction monitoring, record keeping and regulatory reporting. Identify AML compliance gaps, regulatory breaches and control weaknesses and engage with relevant business stakeholders to establish appropriate corrective and remediation actions. Monitor and track remediation plans, ensuring accountable business owners address AML findings within agreed timelines and that corrective measures are sustainable and effective. Identify and escalate material AML breaches, regulatory non-compliance, control failures and financial crime risks to Compliance management and appropriate governance structures. Conduct root-cause analysis on AML compliance failures and work with relevant business divisions to implement appropriate preventative and corrective measures. Provide AML regulatory input and approval from a Compliance perspective for new products, services, systems, processes, customer journeys and material business changes. Support the development, implementation and ongoing maintenance of the organisation's Risk Management and Compliance Programme (RMCP), AML framework, policies, standards and procedures. Monitor changes to AML and financial crime legislation and assess the impact on the various business divisions, ensuring that required regulatory changes are implemented appropriately and within prescribed timelines. Oversee relevant FIC regulatory requirements, including accountable institution requirements, regulatory reporting obligations, GoAML requirements and applicable delegation structures. Work closely with Business Management, Operations, Legal, Risk, Audit, Forensics, Finance, Technology, Product and other Compliance stakeholders to maintain a robust financial crime control environment. Support and coordinate AML-related regulatory reviews, inspections, compliance reviews and audit engagements, ensuring that information and evidence required by regulators or assurance functions is accurate and complete. Compile comprehensive AML compliance reports and management information covering regulatory compliance status, business-unit risk exposure, monitoring outcomes, breaches, remediation progress and emerging financial crime risks. Develop and facilitate AML training and awareness programmes to ensure business stakeholders understand their regulatory obligations and individual responsibilities.

Desired Experience & Qualification
Legal degree and strong FAIS and FICA Experience Approximately 4–6+ years' AML / Financial Crime and Regulatory Compliance experience, preferably within the financial services or insurance sector. Strong practical knowledge and application of FICA and South African AML regulatory requirements. Proven experience ensuring that multiple business divisions comply with AML regulatory obligations. Demonstrable experience providing AML regulatory oversight and guidance to business stakeholders and senior management. Proven experience developing and executing Risk-Based AML Compliance Monitoring Plans. Strong experience conducting AML monitoring, control testing and compliance assurance reviews. Practical experience conducting ML/TF/PF risk assessments. Experience reviewing and assessing KYC, CDD, EDD, beneficial ownership, PEP, sanctions and transaction monitoring controls. Experience identifying and managing AML regulatory breaches, findings and remediation programmes. Strong stakeholder management skills with the ability to advise, influence and constructively challenge business divisions. Experience preparing AML regulatory and compliance reports for management and governance committees.
ACAMS / CAMS or another recognised AML, Financial Crime or Compliance qualification would be highly advantageous
